Issuing of licences
This page contains information on the process for issuing pilot and air traffic controller licences.
Once a skill test or assessment has been successfully completed, it is the examiner’s responsibility to submit the protocol and any necessary supporting documents to us.

Issuing of licences - step by step

The registry creates a case file from the documents received and emails a confirmation, including the relevant case number, to the applicant.

The case file is placed in queue for the licencing officers. Under normal workload conditions, it takes approximately 15 working days before an officer begins processing the application. However, during the spring and summer months, the caseload increases significantly, which can at times double the processing time.

Once a case officer has been assigned to the case, the documents are checked and, if further information is required, an email is sent via the case system detailing what needs to be submitted.

When issuing a pilot licence for the first time, the case officer simultaneously sends a request to the Police’s criminal records register. Alternatively, for applicants whose country of residence is outside Sweden, must request a certificate from the relevant authority in their home country themselves, and attach it to their application. This is so that we can assess whether the applicant can be considered suitable to hold a pilot licence. The reason this check is not carried out earlier in the process is that the Swedish Transport Agency is not permitted to request this information until we have an open case regarding the individual that will lead to a decision. However, this does not significantly prolong the process, as we receive the response shortly afterwards.
This step does not apply when issuing air traffic controller licences, as this check has already been carried out by the training provider.

Once the case is complete and all the necessary documentation is in place for us to make a decision on the issue of a licence, the case officer sends the licence by post (without a tracking number) to the applicant’s home address. In these cases, the licence itself constitutes the decision in the case.
If the applicant wishes to have their licence sent by a courier service, they are welcome to organise and fund this themselves with the courier of their choice. However, this must be notified well in advance so that the case handler has time to leave the licence at the service desk before the pick up.
To be allowed to fly, you must carry your pilot licence and medical certificate with you on every flight. As there is no form of temporary licence that can be issued whilst awaiting the issuance of your pilot licence, you are therefore unable to fly. This, together with the Swedish Transport Agency’s varying processing times throughout the year, should be taken into account when planning your training if you wish to have your licence ready by a specific date.
