Waste delivery receipt
In accordance with EU-directive 2019/883, the person or company liable for a port reception facility is obligated to issue and provide a waste delivery receipt to ships that deliver waste to port. The receipt shall be thorough and truthful and should be provided to the ship´s master without undue delay. The receipt can be analogue or digital.
Who should provide a waste delivery receipt?
The person or company liable for a port reception facility (usually a representative of the port) should issue and and provide the receipts to all ships with a gross tonnage greater than 300 that delivers it's waste.
What information is required on the receipt?
The receipt is obligated to include information about the port reception facility, particulars of the ship and the amount of waste delivered divided into waste categories in accordance with annex 2 in regulation TSFS 2023:15.
What is the ships obligations in terms of the receipt?
It is within the ships obligations to forward the information from the waste delivery receipt to The Swedish Maritime Singel Window (MSW Reportal) hosted by The Swedish Maritime Administration. Information from the receipt should be forwarded to MSW Reportal without undue delay after receiving the receipt.
The receipt should be kept onboard for at least two years.
Sanctions for failing to provide a waste delivery receipt, forward the information to MSW and save the receipt
In accordance with Swedish law 1980:420 (6th chapter, 11a §) the following offences can lead to penalty fees.
Failing to provide a waste delivery receipt to a ship can result in a penalty fee of 10,000 SEK for the port.
Failing to forward the information to MSW or to save the receipt onboard can result in a penalty fee of 10,000 SEK for the ship.
