Cabin Crew Training Organisation (CCTO)
A Cabin Crew Training Organisation (CCTO) is an organisation approved to provide initial training for cabin crew. An approved CCTO has the authority to conduct training, administer examinations, and issue a Cabin Crew Attestation (CCA) to individuals who are to become cabin crew members.
This is in accordance with Commission Regulation (EU) No 1178/2011 (Aircrew Regulation), Annex V CC.TRA.220, CC.CCA.100, and the Swedish Transport Agency’s regulations on cabin crew attestations, TSFS 2013:23.

Requirements to Become an Approved CCTO
Management Function
- The CCTO must have a functioning management system that ensures compliance with Regulation (EU) 1178/2011 and TSFS 2013:30.
- A Training Manager (CCI) with documented experience as a cabin instructor in initial safety training.
Quality System
- The CCTO must maintain a quality and reporting system that ensures training activities comply with applicable regulations.
- A designated Quality Manager.
- An external auditor must be used if the same person is responsible for both training and quality management or overall organisational responsibility.
Documentation
The following documentation must be established, maintained, and available upon request:
- Description of management roles and responsibilities.
- List of training aids used by the organisation.
- List of instructors including experience and competence in the area they teach.
- Documentation of quality and reporting systems demonstrating compliance with regulations.
- Description of training programmes and course syllabi.
- Description of practical exercises and their execution.
- Description of theoretical instruction and content.
Student Documentation
- All theoretical and practical training completed by students, including results, must be documented by the CCTO.
- The design of the training documentation must be described in the CCTO manual.
- Training documentation must be retained for at least 5 years after completion of training.
- Backups must be stored securely.
CCTO Application Process
Here is a description of the application and its processing.
- Submit an expression of interest/meeting request by email to flygutbildning@transportstyrelsen.se, including information about your organisation and contact details.
- The meeting is held at the Swedish Transport Agency’s offices.
- Purpose: to provide the Agency with an understanding of the proposed activities and ensure a smooth application process.
During the meeting, present:
- Overview of the organisation, including legal structure and ownership.
- Proposed training activities and programmes.
- Management and organisational structure, including key personnel and roles.
- Planned facilities, equipment, and training aids.
- Proposed quality and reporting systems.
- Previous experience of the organisation or key personnel in cabin crew training.
- Organisational chart/plan.
- Any prepared materials (manuals, purchased equipment, information on facilities).
Submit the application along with organisation manuals and CVs of key personnel.
- The Swedish Transport Agency estimates processing time and issues an advance invoice.
- Review starts only after payment of the advance invoice.
The processing time is normally about 90 days.
- Review covers manuals, financial information, subcontractor agreements, and any additional information provided on request.
- Training Manager (CCI) and Quality Manager are called for an interview.
- Other personnel may also be interviewed if necessary.
Inspectors review operations and facilities.
Refunds or additional payments are issued depending on actual processing time.
Once approved, a CCTO certificate is issued and the organisation may commence activities.
Operational Oversight
- The Swedish Transport Agency supervises approved CCTOs.
- At least one on-site operational inspection is conducted to review management, operations, and training activities.
- Additional oversight measures, both announced and unannounced, may be carried out as deemed relevant.
