Revalidation

Class, type, and instrument ratings

The examiner may revalidate a rating in an applicant's licence, if the proficiency check is done within three months preceding the expiry of the rating. In this case the examiner shall extend the validity period to the end of the relevant month and enter the new expiry date in the licence. 

If the proficiency check is done prior to the three month period preceding the expiry of the rating, the examiner shall extend the validity period from the month of the check to the end of the applicable month.

Instructor certificates

The examiner may revalidate an instructor certificate in an applicant’s licence, following a successful assessment of competence, providing that he/she can ensure that all relevant requirements are met.

Renewal

If a test is performed to renew a rating or instructor certificate that is not included in the applicant´s licence, the examiner may not enter any information in the licence. In these cases the examiner may issue a temporary permission to exercise privileges as described below.

If a proficiency check or assessment of competence is performed and the expired rating or instructor certificate is still printed on the licence the examiner may endorse the licence, providing that he/she can ensure that all relevant requirements are met.

First issue

The examiner is not allowed to enter any new rating or instructor certificate in the licence after a passed skill test or assessment of competence. The examiner may instead issue a temporary permission to exercise privileges as described below.

Temporary privileges

Following a successful test where it is not allowed to enter the rating or certificate in the licence as described above, the examiner may issue a temporary permission to exercise privileges as a procedure to allow the pilot to fly pending the issue of the new rating or certificate. The temporary permission cannot be issued for any licence.

The "Temporary permission to exercise" form gives an examiner the possibility to issue an applicant a permission to use his just obtained privileges after the successful outcome of a skill test, proficiency check or an instructor assessment of competence. This form can only be issued for Swedish licence holders. For Danish and Norwegian licence holders their respective forms must be used.

Since this will remove the time period between the passed skill test, proficiency check or assessment of competence and the reception of the licence, it will enhance safety.

The temporary permission to act as pilot is an addendum to the pilot licence, and as such all Part-FCL requirements must be met before issuing the permission. The permission is valid for 8 weeks from the date of the test. This form can only be used the examiner performing the test.

The examiner is responsible for checking all FCL requirements, as applicable for the relevant rating or certificate that is to be issued. Before the test the following shall be verified.

  • Theoretical knowledge, e.g. ATPL-theory for MP-rating.
  • Flight experience, e.g. 70 flight hours as PIC for first ME-rating. Shall be verified by checking the applicant´s logbook.
  • Contents and duration of the training course, both theoretical and practical shall be evident through student folder or course completion certificate. Must be according to OSD if published and in effect.
  • Technical test performed, if relevant.
  • The applicant shall hold a valid licence and medical, except for SFI.
  • Recommendation from ATO with a valid ATO-certificate and relevant course approval.
  • If the test is performed in a FSTD, the device shall hold a valid FSTD qualification certificate issued by EASA or a member state and meet the requirements of ORA.FSTD.

During the test all mandatory items must be performed and FCL tolerances adhered to.

After the test it shall be indicated on the test form that a temporary permission to act as pilot has been issued. The class or type rating issued must follow the format as indicated in the EASA class and type rating and licence endorsement list, e.g. B737 300-900 or MEP (land)

The use of this form in any other way than stated above requires specific approval from the respective competent authority.

The original copy shall be given to the applicant, one copy is to be sent together with the test protocol to the Swedish Transport Agency and one copy is to be retained by the examiner.
