Information regarding traffic permits for UK-operators who perform air services to Sweden

From 1 January 2021 the United Kingdom is no longer a part of EU’s internal aviation market. Consequently, operators from UK are regarded as third country operators from an EU perspective, including Sweden. Third country operators need traffic permits for their operations to and from Sweden. This applies to both scheduled and non-scheduled traffic. It is specified in the Trade and Cooperation Agreement[1] entered into by EU and the United Kingdom what traffic is allowed. As a third country air carrier, an operator must have a TCO authorisation in accordance with Commission Regulation (EU) No 452/2014 laying down technical requirements and administrative procedures related to air operations of third country operator.

An operator who wishes to perform air services to and from Sweden, must pay all due charges in Sweden.

Scheduled air service

An application for approval of flight schedule for scheduled air services should be made 30 days before the start of the program.

Documents to be submitted are:

  • An application form for traffic permit and traffic programme for scheduled flights to and from Sweden
  • Schedule(-s) for the traffic period
  • Valid Certificate of Insurance in accordance with regulation (EG) 785/2004.

Application for charter flight and serial flight

An application for individual flights (ad hoc flights) must be received by the Swedish Transport Agency no later than 48 hours before the flight is due to depart, and for a serial flight the application should be made 14 days in advance.

Documents to be submitted are:

  • An application form for traffic permit for charter flights to and from Sweden
  • Charter agreement (not needed for ad hoc flights)
  • Schedule(-s) for traffic period
  • Valid Certificate of Insurance in accordance with regulation (EG) 785/2004.

Direct ad hoc charter

British carriers who wishes to perform direct charter flights (3rd and 4th freedom rights) to and from Sweden, can obtain an operating authorisation which will allow performing air services without applying for each individual flight. An operating authorisation will be granted if the conditions laid down in article 422 of the Trade and Cooperation Agreement between EU and the United Kingdom are fulfilled[1]. An operating authorisation needs to be renewed every six months. To extend the authorisation, the Swedish Transport Agency needs your application at least two weeks before the authorisation expires.

Traffic permits are handled during office hours Monday through Friday,

8 AM - 4:00 PM CET. Swedish public holidays are not included in this time span.
