Information regarding traffic permits for EU-operators who perform air services to the UK

From 1 January 2021, the United Kingdom is no longer a part of EU’s internal aviation market. As a consequence EU-operators who wish to perform commercial air services, scheduled or non-scheduled, to the UK from Sweden or vice versa needs to have a traffic permit from the Swedish Transport Agency. It is specified in the Trade and Cooperation Agreement[1] entered into by EU and the United Kingdom what traffic is allowed. More information about the contents of the agreement can be found here

Scheduled air services

An application for approval of flight schedule for scheduled air services should be made 30 days before the start of the program.

Documents to be submitted are:

  • An application form for traffic permit and traffic programme for scheduled flights to and from Sweden
  • Schedule(-s) for the traffic period
  • Valid Certificate of Insurance in accordance with regulation (EG) 785/2004.

Non-scheduled air services

An application for individual flights (ad hoc flights) must be received by the Swedish Transport Agency no later than 48 hours before the flight is due to depart, and for a serial flight the application should be made 14 days in advance.

Documents to be submitted are:

  • An application form for traffic permit for charter flights to and from Sweden
  • Charter agreement (not needed for ad hoc flights)
  • Schedule(-s) for traffic period
  • Valid Certificate of Insurance in accordance with regulation (EG) 785/2004.

Direct ad hoc charter

EU-carriers wishing to perform direct non-scheduled services to the UK, that is from a point in Sweden to a point in the UK (3rd and 4th freedom rights), can apply for a traffic permit that is valid for 6 months, encompassing an exemption from the requirement to apply for a traffic permit for each individual flight. If you wish to extend the permit and exemption, the Swedish Transport Agency needs your application at least two weeks before the permit expires.

Permission from the British authority

To perform commercial air services to and from the UK after January 1 2021, you will also need a traffic permit from the British Civil Aviation Agency, both for scheduled and non-scheduled services.

The Swedish Transport Agency handles traffic permits during office hours Monday through Friday, 8 AM - 4:00 PM CET. Swedish public holidays are not included in this time span.
