Work programme and budget for the twenty-second financial period 2002-2003

C 86/10 This document sets out the Secretary-General’s proposals for the Work Programme and Budget for the twenty-second financial period 2002-2003. The Work Programme again presents challenges for the Organization. Certain recent accidents involving loss of life and marine pollution, including the Erika and Kristal incidents, have shown that the international safety net currently in place was inadequate – notwithstanding the global improvements in the shipping industry’s safety and environmental protection record over the last decade. The Work Programme for 2002-2003 responds to these challenges and emphasises the need for determined implementation of the agreed policies; it sets out the agenda for further strengthening safety and environmental protection requirements in the mediumterm. The proposed budget for the biennium has been set at a level which continues to respect Member States’ own budgetary constraints. IMO has lived within the same level of appropriation for six years. ZNG for a further biennium would not provide a realistic financial base for the Organization’s effective functioning. With due prudence in mind, the Secretary-General proposes a level of appropriation based on Zero Real Growth (ZRG), i.e. allowance is made for prospective inflation increases, including UN common system adjustments to staff pay and allowances. But the baseline on which ZRG is calculated has been set lower than 2000-2001 (by 48 Professional months) to continue the efficiency curve. On this basis, a ZRG budget for 2002-2003 would require an appropriation increase of 8.0% over 2000-2001. For 2002, the appropriation increase would be 5.0% over 2001; for 2003, the increase would be 3.4% over 2002. Finally, the recently concluded organizational review of the Secretariat recommends some organizational strengthening with resource implications. Since these are matters which the Council will wish to consider separately, no provision has been made for their introduction Secretary-General 03/05/2001
