Permission to fly in Sweden

Any non-Swedish registered aircraft not holding a valid ICAO CoA or EASA Permit to fly.

If your aircraft is a state aircraft, such as military aircraft, police, coastguard, or any state aircraft NOT related to the ICAO or EASA regulations for civil air traffic, you will need a diplomatic clearance, and diplomatic clearances is not handled by the Swedish Transport Agency, but the Swedish Armed Forces, please see:

If your civilian (non-state) aircraft holds airworthiness documents other than:

  • Airworthiness Classification “Normal” or equal, and a ICAO Certificate of Airworthiness (CofA) or,
  • EASA Permit to Fly,

for instance an FAA SPECIAL AIRWORTHINESS CERTIFICATE, National Restricted Certificate of Airworthiness or
a National Restricted Permit to Fly only allowing you to fly within your own country,
you need to apply to the Swedish Transport Agency for a permission to fly within Swedish Airspace.

There are some exemptions from this requirement for application:

Sweden apply recommendations by ECAC for home-built (1980) and historical (2016) aircraft which in practice means that flight in Sweden is allowed for the aircraft categories without any further conditions and limitations other than those stated in the Restricted Certificate of Airworthiness or Restricted Permit to Fly issued by another ECAC Member State with the following categories of foreign registered aircraft:

  • Home (Amateur) built aircraft according to EU Regulation (EU) 2018/1139, Annex I, point 1(c).
  • Historical aircraft originally factory-manufactured and previously holding an ICAO compliant Certificate of Airworthiness and subsequently operated under national rules through a National Restricted Permit to Fly or National Restricted Certificate of Airworthiness, according to EU Regulation (EC) 2018/1139, Annex I, point 1 (a)i. This applies only to aircraft of maximum take-off weight of less than 5 700 Kg and operated in non-commercial flights.

In addition to the two ECAC categories aircraft not required to apply for a permit, the following two categories are also exempted from the requirement:

  • Ultra-light aircraft, according to EU Regulation (EU) 2018/1139, Annex I, point 1(e).
  • Aircraft exempted from EASA certification according to EU Regulation (EU) 2018/1139, Article 2, point 8 a-c, with maximum 600/650 kg MTOM.

The duration of the visit in Sweden for these four exempted categories of aircraft are limited to three (3) months. . If the duration of your visit exceed three (3) months a permission to fly and application thereof is required.
