Prepaid application fee for Pilot Exemption Certificate (PEC) as from 1 January 2014

On 1 January 2014, the Swedish Transport Agency will introduce application fees for PECs. The fees are to be paid in advance. That is before we begin processing the application. This will affect applications for all types of PECs, including renewals and supplementary additions, with the exception of temporary PECs. The purpose of the pre-payment is to reduce invoice processing, administrative efficiency and ultimately lower the fees for PECs.

When we have received an application, we will dispatch a form with account details and a reference number which is linked to the application. The applicant or the applicant's representative is to pay the fee within a fixed period of time, and the processing of the matter will not begin until the payment is made. If there is no payment within the fixed period of time, the Swedish Transport Agency will reject the application and close the matter.

In addition to the application, the application fee for a new fairway-specific PEC covers a theoretical and a practical examination in the fairways both directions. If the applicant needs to repeat one or both of the examinations there will be additional fees for this.

If an application is turned down and the applicant is not granted a PEC, the application fee will not be refunded. It may, however, be refunded if a matter must be discontinued and if there are special circumstances, but in those cases the Swedish Transport Agency will deduct the actual expenses we have had for processing time and examinations taken.

The Swedish Parliament and the Government have decided that the activities of the Transport Agency with regarding to permits, inspections and record keeping shall mainly be financed through the levying of charges as from 1 January 2011. The charges that have been determined for the Transport Agency's services and products are based on the time needed for processing the respective cases.
